repeated service proofs,
noticed faults,
opportunities to cure,
documented non-response,
administrative judgment posture,
and procedural maturation sufficient for present escalation.

III. RESPONDENT DUTY OWED

6. Said duties include but are not limited to:
a. ______________________________________________
b. ______________________________________________
c. ______________________________________________
d. ______________________________________________
7. Petitioner states that such duties were ministerial, mandatory, reviewable, or otherwise legally cognizable.

IV. PRIOR NOTICE AND FAILURE

9. Respondent was afforded repeated and fair opportunity to:
rebut,
cure,

silence/failure,
and resulting prejudice.
18. Petitioner therefore submits that the present request for command intervention is supported by mature procedural documentation.

CLERK’S NOTES ON USE OF THIS INSTRUMENT
This is the apex petition.
Everything before this was built to make this filing look justified rather than impulsive.
This can be adapted into:
Mandamus,
Motion to Compel,
Petition for Supervisory Review,
Administrative Enforcement Complaint,
Congressional/Inspector General packet.
The Certified Book does the heavy lifting.
This petition merely points authority to the mature failure.
